A Primer on Singapore’s Political/Legal System and Recent Political Developments

Singapore’s political and legal system might be perceived as rather difficult to comprehend. Indeed, Singapore’s system of government is broadly based upon a Westminster parliamentary system borrowed from the UK, but over the decades of Singapore’s existence thus far, various uniquely Singaporean innovations have been added to its political and legal system.

This session will provide an easily-comprehensible primer into Singapore’s system of government, with a focus on the unique features of democracy in Singapore - including, for example, the various types of Members of Parliament in Singapore, the relationship between the executive branch and the Singapore Parliament, and the role of the elected President. With the foundation thus laid, the session will conclude with a frank and candid discussion of recent political developments in Singapore and what the future may hold.

About the Presenter

Kenny Chng is an Assistant Professor and Lee Kong Chian Fellow at the SMU Yong Pung How School of Law, and is concurrently the Deputy Director of the SMU Law Academy.

Kenny joined SMU as a Lecturer of Law in 2016 and was later awarded the MOE-START Overseas Postgraduate Scholarship to pursue his LL.M. studies at Harvard Law School. Kenny’s main areas of interest are in Legal Theory, Public Law, and the Conflict of Laws.

He has published in leading international and local academic journals, and was awarded the Lee Kong Chian Fellowship in 2020 in recognition of research excellence. Kenny has taught Legal Theory & Philosophy, Constitutional & Administrative Law, Contract Law and Business Law at SMU, and has received multiple teaching awards at both undergraduate and postgraduate levels for teaching excellence. Kenny is an executive committee member of the Singapore Chapter of the International Society of Public Law (ICON-S).
